Skilled Worker – Permanent Resident
To apply as a Skilled Worker with Permanent Resident Status, a candidate must meet a minimum requirement established by Citizenship and Immigration Canada through work experience requirements, proof of funds and a minimum score established by six selection factors.
Note: A guaranteed job offer is not required to undertake this process; however, it will be taken into consideration in the Skills Assessment done by the Visa Officer. You can estimate your score using the Online Self Assessment Tool.
- Colt Engineering applies to Human Resources Skills Development Canada (HRSDC) for a Labour Market Opinion (LMO) stating that there is a skill shortage in Canada and a foreign worker must be hired.
- If the HRSDC finds that there currently is a skill/labour shortage in Canada they will issue a positive LMO. The LMO is required to issue a job offer to a foreign worker.
- A job offer is issued to the foreign worker along with the positive LMO.
- The foreign worker applies to a Canadian Visa office in their home country for Permanent Residence in Canada as a Skilled Worker.
The foreign worker reads and fills out required documentation, including:
- Guide for Federal Skilled Workers (IMM EG7000)
- Application for Permanent Residence in Canada (IMM 0008)
- Schedule 1: Background/Declaration (IMM 0008 Schedule 1)
- Additional Family Information – if applicable (IMM 5406)
- Use of a Representative – if applicable (IMM 5476)
- Schedule 3: Economic Classes for Federal Skilled Workers(IMM 0008 Schedule 3)

- Visa officer at Visa office will review application and either grant or deny Permanent Residence status.
- If Permanent Residence is granted you will receive a Confirmation of Permanent Residence (COPR) form that you and your accompanying family members will bring to the port of entry into Canada along with your visa.
Temporary Work Permit
A Temporary Work Permit allows a foreign worker to work in Canada for a specific employer and for a set length of time, usually for between 1-2 years.

- Use of a Representative – if applicable (IMM 5476)
- Statutory Declaration of Common-law Union – if applicable(IMM 5409)
- Document Check List (IMM 5488)

Notification of approval or rejection will be sent in writing.
An approval letter is not a work permit; it must be brought to the port of entry into Canada and presented to a Canadian officer. The officer will then grant a work permit for a specific period of time and employer.
